Taking it a stage further. From a practical point of view, I guess it could be said that, legal, or not, it still weakens the impact for the Police, as well as strengthening the impact for motorcyclist.
It's a bit like the "if everyone wears hi-vis, then no-one will get noticed" argument. If everyone looks like plod, then no-one will notice him when you really need to.

As spikeOne says: and like when Volvo came up with daytime running lights. People have stopped looking for vehicles they now just look for lights and if you are not using them and something happens it’s deemed to be your fault, its bollocks. Can’t see the wood for the trees syndrome.
When dealing with people why do we all have to use the lowest common denominator?
