If old and new versions were combined, the positions would be different.
e.g. Xmax old 1341 plus new 717 = 2058 and top by a huge margin.
It would also put the PCX into fourth place.

But they're not.

Seems odd that Gilera and Aprilia are not listed as Piaggio but Vespa are...?
If you add Gilera and Aprilia to Piaggio then Piaggio are the top manufacturer.
But add MBK in with Yamaha and they retake the lead.....
As things stand top is Yamaha.
Yamaha 4081
Piaggio 3976
Honda 1878
Peugeot 1693
Suzuki 1049
MBK 599
Gilera 450
Sym 396
Kymco 293
BMW 246
Quadro 206
Kawasaki 200
LML 106
Aprilia 98

All other 500cc+ maxis (non-three-wheel);

The Tmax outsold the Burgman650, Integra750, BMW C650GT, Silverwing600, BMW C600Sport and Aprilia SRV850....combined!

It may well be good, but it being top also shows that the French are happy to spend a lot of money on a scooter. Not so many are prepared to do that over here

Maybe. But I don't think it's just the cost. Here, big engined scooters in general, aren't accepted.
Many British 'bikers' are worried what their mates will think.
Even gay bikers, probably aren't brave enough to get a Tmax because that would be looked on as 'really gay'

Attitudes will never change. We just have to care less!
I have always nodded at every two wheeler irrespective of make. My last two bikes for the past 7 years have been 1400 cc and 1000 cc Kawasakis. Two weeks into the Burgman 650 and only 1 in 10 nod. Their loss as far as I am concerned.
