No, you can cross them to get past pushbikes, horses and very slow moving stuff

Yes, its illegal to cross them (except for passing tractors & other slow moving vehicles), but thats not the same as overtaking at them being illegal. If there is enough room to pass between the vehicle you are overtaking and the white line, you are completely entitled to overtake (safely, without forcing the poor sod into the verge, obviously). I think that legally speaking , there has to be enough room for the entire scooter to stay left of the white line.......

You can't overtake but you can cross the line if the traffic is stationary (allegedly).

You can overtake without crossing the line (this is filtering). You can cross the line if the traffic is stationary or as others have said to pass very slow moving stuff that's holding up the rest of the traffic (IIRC 12mph or less).
Obviously what you do also has to be safe and not endanger other road users/pedestrians otherwise it won't be legal regardless!

When I did it in Italy at least a mile of stationary traffic due to road works with traffic lights and oncoming traffic coming in waves as lights changed so just tucked into a gap in between waves plus it was 28C at 11am and I was cooking

after getting thro road works another 20 miles turned off to Stelvio pass buy time was at the top was flippin freezing didnt stop at top as was in shade carried onto swiss side where sun was out
Needless to say others (except Lyn and Mike who didnt do stelvio ) and made more stops rolled into Andermatt 3 hours after me knackered

shit for 3 years I have been avoiding crossing a double white when I could have passed the traffic easily...
