The valve stems have could have picked up in the guides (top end seizure) probably due to lack of oil and the valve seals sticking to the stems. time to take the head off. There could be piston damage if the piston has hit the valve on the stuck open valve.

i ended up removing the head.
The valves were dirty with lots of carbon. They were cleaned up and checvked for any cracks or damage. The valves were then seated correctly and checked for any leaks - no leaks!
Lobes on the cam shaft were good, no scores and the bearings were good too.
The top part of the engine was fine.
The lower part of the engine where the bore is was not in a good state. The bore was worn and scratched, the scratches were deep and not worth repairing.
The piston head was scratched like crazy and piston rings broken and missing.
My plan now is to replace the piston head and the section where the bore is.
