Unless all the sensors are properly connected and the ECU receiving accurate signals the behaviour 'on the bench' will not be accurate.
Just clean it up and fit it but do not adjust the idle stop screw and if the tickover speed is wrong you will have to go to a dealer for adjustment.
Best never changing throttle bodies really as each is different and the ECU is set up when new for the original one. If a brand new one is fitted a TPS reset is done but this should never be done on a used throttle body.
